Contrary to popular belief, removing earmarks from state funds won’t solve Alabama’s current budget crisis. Certainly ‘unearmarking’ helps, and it can be part of a long-term solution, but it isn’t a silver bullet by any means. A combination of suggested options is likely the best approach.
