At the linked column, you will see my argument in favor of allowing somewhat expanded gambling within the confines of existing Poarch Creek Indian management, in return for a lot of help with the state budget. Let me be perfectly clear: If the Indians were not already allowed gambling, I would never support it. But with so many pressures to expand gambling even beyond Indian control, it makes sense to permanently forbid those expansions — including a lottery — in return for big help with this year’s state budget and a little bit of help every year thereafter. Consider it not a move effectively to expand gambling but rather one to strictly and permanently limit and control its expansion.
