Alabama is fighting to keep up with neighbors Georgia, Tennessee and Florida. Hiring and keeping the best employees in local government positions is vital if Alabama wants to compete successfully. One way to help that process is allowing Jefferson and Mobile counties to opt-out of using personnel boards for governmental hiring.
